From 1 October 2026 the Electrotechnical Assessment Specification moves from firm-level to individual competence. Every electrician carrying out periodic inspection and testing must meet three requirements.
If you are a landlord or agent, check that whoever tests your properties meets them. A report from an unqualified inspector may not stand up if it is ever questioned.

An Electrical Installation Condition Report is a formal inspection and test of a property's fixed wiring, consumer unit, sockets, switches and fittings. It records anything that is damaged, deteriorated or no longer meets the current standard, BS 7671.
Private landlords in England must have the installation tested at least every five years and give a copy to tenants. For owner-occupied homes, every ten years is recommended, and on buying or selling. Commercial premises are usually every five years.
C1 is danger present and is made safe on the spot. C2 is potentially dangerous and needs fixing. C3 is an improvement recommended. FI means further investigation is needed. Any C1, C2 or FI makes the report unsatisfactory.
Most houses and flats take a few hours. Power is switched off for parts of the test, so we agree timings with you or your tenants in advance.
